The Failure of the 28-Clause Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The sequence of opposing developments captured the bleak nature of the current period. By day, negotiation efforts are waged: optimistic declarations are released from various governments. Significant resources is allocated on restraining specific proposals. By night, Moscow brutally reminds the world that, for them, war remains the key method for achieving "resolution".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is able to track rocket firings from enemy soil, a ability provided through up-to-date information. From vantage locations, defense planes that had been deployed to counter approaching guided weapons streaked across the sky – advanced fighter aircraft delivered to Ukraine by Western partners.

Shortly after, Kyiv's missile defense activated: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, most likely provided by allied countries. Every deployment creates sudden vibrations, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: maybe the incoming missile won't strike its target this time, protecting urban areas from ruin and further power outages.

Ongoing Risks

Soon after, a heavy machine gun fired at a drone close by, part of a defensive team – almost certainly imported technology. Sadly, the shots failed to hit the hostile drone – it maintained course toward its objective.

Periodically, this carried on until dawn. Kyiv greeted the early updates: seven people killed, damage and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those full day illustrated Ukraine's critical military reliance on Western support – a reliance that regional partners are clearly incapable to replace in the near term.

Ineffective Peace Efforts

The detailed framework from American leadership generated strong feelings, discussion and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and bilateral conferences.

Every new initiative from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They contain the crisis but never actually achieve victory. This cycle will, no doubt, continue.

Political Considerations

It is convenient to criticize certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. American leadership functions according to a premise understood by international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The White House believes that it is unfeasible to pressure the Kremlin to surrender the land that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, American administration does minimal to deter Moscow, through diplomacy or military means, from assuming that the current condition will not evolve additionally in its favour in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its partners are nearing depletion. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still endure, slowly losing lives and land but preventing a total frontline collapse until situations evolve in its favour.

Current Realities

Realistically, there are no genuine requirements for a ceasefire. Now, personal considerations are entering the equation: personal goals to negotiate peace and secure international recognition, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the national cause against any plan Kyiv finds unworkable, so that their priority does not shift toward internal issues. And although their objective will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are guiding negotiations.

Conclusion and Outlook

It took a only one week to terminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of negotiators, and finally, latest revelations, all served their function.

While new initiatives based on established approaches are approaching, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and show specific hesitation to alter the situation, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
